A new resolution was signed today in the State Duma, the lower house of the Russian Federal Assembly. With the decision taken, the draft law regarding the non-implementation of the decisions of the European Court of Human Rights (ECHR) in Russia was approved by the votes of the deputies.
With Russia’s attacks on Ukraine, the interests in the middle of the European Union (EU) and Russia came to the breaking point. Russia officially withdrew from the Council of Europe on March 15, due to the EU sanctions against them and the restriction of the right to speak in the European Council. Depending on this initiative, a new resolution was signed today in the State Duma, the lower house of the Russian Federal Assembly. In the State Duma, the draft law on the non-implementation of the decisions of the European Court of Human Rights (ECHR) in Russia was approved by the votes of the deputies.
According to the approved draft law, cases after March 15, when Russia officially decided to withdraw from the Council of Europe, will not be accepted by Russia. Winners of the lawsuits filed before this date will be able to apply to the Russian courts until January 1, 2023 and receive their compensation. According to the draft law, the persons to whom compensation will be paid will also be paid in Russian currency rubles and only through Russian banks.

State Duma Leader Viacheslav Volodin, who made a statement after the bill was accepted in the State Duma, defended the approved bill and said, “The European Court of Human Rights has become a tool of political effort against our country in the hands of Western politicians . Some of its decisions were directly inconsistent with the Russian Constitution, our values and traditions,” he said.
