Airports which were of being transferred for transferring incomering as a means to the supporters during the AKP, almost created a black hole in the budget of the State Airports Authority (DHMI). With the prestige of 2015, the guarantee payment paid to companies for airports reached $691.6 million, with $172.6 million transferred from the DHMI budget in 2021.
DHMI’s data for 2021 also proved the justification of the criticism that “Airports have been turned into a source of rent for private branches”. According to the information of the management, the total of Public-Private Partnership (PPP) projects implemented in the aviation department was 19 with the prestige of 2021. It has been reported that 10 of the projects carried out within the scope of PPP are projects with build-operate-transfer model.
691.6 MILLION DOLLARS FROM COMPANIES
According to the news of Mustafa Bildircin from BirGün, due to the inability to reach the flight guarantees given to the companies at the airports, DHMI’s deposits are 42 in 2015, 47.4 in 2016, 60 in 2017, 65 in 2018, 133 in 2019, and in 2020. It was $172 million. Due to the flight guarantees given, hundreds of millions of lira were paid to companies in 2021 as well. In 2021, 161 million Euros were paid to the private branch due to “under-guaranteed realizations”. The dollar equivalent of the money transferred to the companies was mentioned with 172.6 million dollars.
The sum of the money paid to the companies in seven years due to the guaranteed realizations from the DHMI budget was recorded as 691.6 million dollars.
INVESTMENT PRICE 13.4 BILLION EURO
It was stated that the total investment amount of the PPP projects realized in the aviation sector is 9.75 billion Euros. It has been learned that this price will rise to 13.4 billion Euros with the completion of all stages of Istanbul Airport, with additional investments for the superstructure facilities of Çukurova Airport and the capacity increase of Antalya Airport.

The production of Zafer Airport with a capacity of 2 million passengers/year, whose tender was held on 28 July 2010, was completed on 24 November 2012 by IC ICTAŞ Zafer International Airport Investment and Operations. The end date of the determined operation period of 29 years and 11 months in total has been determined as 21 March 2044. With the prestige of 2021, the airport, which has a guarantee of 1 million 317 thousand 733 passengers, used only 22 thousand 929 passengers in 2021.
Ankara Esenboga Airport:
Esenboğa Airport Domestic and International Borders Terminal with a capacity of 20 million passengers/year, whose tender was held on April 12, 2004, was put into service on October 16, 2006. TAV Esenboğa Investment, Manufacturing and Operation Inc. The end of the operating period of the Airport operated by was written in the contract as May 24, 2023.
The operation of Istanbul Airport, the tender of which was made on May 3, 2013, was submitted to the Limak, Kolin, Cengiz, Mapa, Kalyon Joint Venture until April 7, 2044. The total number of passengers using Istanbul Airport in 2021 was recorded as 37 million 181 thousand 907.
